Who is responsible for completing the LPE1?

The LPE1 is directed at whoever holds the management information for the building. Where a professional managing agent is appointed, the agent normally completes it and charges a fee. Where the freeholder manages directly, the freeholder answers. In a building run by a Residents' Management Company or a Right to Manage company without an agent, the company — in practice, its volunteer directors — completes the form.

Two packs are sometimes needed: if ground rent and service charges are administered by different parties, each may have to answer for their own part. Sellers' conveyancers will usually identify who to approach from the lease and the seller's information.

For self-managed buildings, the practical question is less about legal responsibility and more about logistics: who has the insurance schedule, who knows the reserve fund balance, and who remembers what was decided about the roof. Establishing a shared building record, rather than relying on one director's inbox, is the single biggest improvement most buildings can make.
